Forest Hill Silo Art Project - EOI Mural Artist

Lockyer Valley Regional Council (Council) is seeking Expressions of Interest (EOI) from suitably qualified and experienced artists for the development of a high quality, large scale public artwork / mural on the GrainCorp silos at Forest Hill, situated on Railway Street, Forest Hill, Queensland 4342.

This is a site-specific project to be installed on the northern facade of the Forest Hill silos.

Commissioned artworks will respond to the project's curatorial rationale, along with the project's initial community consultation from 2021, which identified dominant artwork themes as: historic theme from Forest Hill; and abstract. A mix of subordinate themes could also be considered within the final design, reflecting the character and heritage of the Lockyer Valley region.

WHS REQUIREMENTS – LEGISLATIVE COMPLIANCE

This silo art project will carry special safety requirements inclusive of working at heights, operating machinery, working near a trainline, working near traffic, working near overhead powerlines, fencing, and times of access (e.g. regarding weigh bridge and train movements).

The preferred artist will be required to enter into an Agreement with Lockyer Valley Regional Council and GrainCorp for delivery of the silo art project. This Agreement clearly outlines the Work Health and Safety requirements specific to the project.

For artists interested in submitting a question regarding the project and EOI, please do so via the Vendor Panel webpage. This ensures a fair and transparent EOI process for all interested parties. Council will respond to questions lodged on Vendor Panel and make responses available to be viewed by the public.

FAQ

This project sits within the South East Queensland (SEQ) City Deal Liveability funding. The SEQ Liveability Fund is one of 29 commitments being delivered under the $1.8 billion SEQ City Deal, a partnership between the Australian and Queensland governments and the Council of Mayors (SEQ) to generate long-lasting benefits for the fast-growing region. A funding allocation of $1.85M was granted for the Forest Hill Silo Project, to encompass painting the silos and construction of a viewing precinct.

Council is allocated $1.85M for this project as an LGA member of the Council of Mayors. It is an opportunity afforded to Council and use of the funding does not impact Council’s access to funding for other projects, nor can Council choose an alternative project to utilise the funding for.

The initiative will improve access to quality public open spaces and the natural environment, improve access to community infrastructure that promotes health and wellbeing, belonging or cultural diversity, deliver community infrastructure that complements new housing supply or urban renewal, and meet the wider SEQ City Deal vision and outcomes including to support local businesses and job creation.

Each phase of the project will be assessed by the Project’s Assessment Panel, comprising of the following:

  1. Two members of the Forest Hill Community Development Association
  2. Senior Queensland Tourism Industry Leader
  3. Senior Arts Industry Leader
  4. LVRC Special Projects and Tourism Coordinator
  5. LVRC Councillor.

Lockyer Valley Regional Council is calling for suitably qualified and experienced silo artists for the development of a high quality, large scale public artwork / mural on the GrainCorp silos at Forest Hill.

Yes, successful applicants chosen to proceed to Phase Two of the EOI will be paid for their work. This includes a Concept Design Fee for those invited to submit a Concept Design and the overall project budget for those whose Concept Designs are chosen for the project.

As part of Council’s commitment to keeping the community informed, Council will provide regular updates throughout the project. This will be done:

  • Following the EOI process, the successful artist will be announced via Council’s various media channels.
  • These same channels will be used to notify the community when installation works are due to commence, and again upon completion of the project.
